The Abu Dhabi Executive Council has launched the 2025-2027 digital strategy to strategically position the Emirate as the world’s first fully artificial intelligence (AI)-integrated digital government by 2027.

The AED 13 billion plan will focus on expanding the Emirate’s digital infrastructure, which is expected to contribute over AED 24 billion (USD 6.53 billion) to Abu Dhabi’s gross domestic product (GDP).

Set to be implemented by the Department of Government Enablement (DGE), the strategy seeks to digitize and automate all government processes, adopt sovereign cloud computing, and generate 5,000 jobs to support Emiratization initiatives.

Abu Dhabi’s growing investment in digitizing government services, including data transformation, cloud initiatives, and sovereign AI, demonstrates the Emirate’s goal of becoming a global leader in the AI landscape.

Key Highlights: AI-Powered Governance

Under the leadership of His Highness Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, the AI-driven digital strategy will significantly enhance efficiency and reduce the operational costs of digital government services.

The initiative’s full adoption of sovereign cloud computing for government operations is poised to simplify procedures, boost productivity, and enhance operational efficiency.

Other key objectives include enhancing customer experience and positioning the Emirate as a favorable hub for foreign investments in technology.

H.E. Ahmed Tamim Hisham Al Kuttab, Chairman of DGE, highlighted, “By incorporating AI, cloud technologies, and data-driven insights into our government’s DNA, we will transform public service delivery, optimize government operations, and drive sustainable growth.”

Moreover, the Abu Dhabi government is actively investing in training citizens using AI applications as part of its ‘AI for All’ program to establish a workforce knowledgeable in AI technologies. The strategy is set to implement over 200 AI solutions across its government services.

Abu Dhabi’s digital strategy aligns with the UAE National Strategy for AI 2031, further positioning the UAE at the forefront of AI-powered governance worldwide.
